Overview

What is the goal of the pilot?

To help participating pharmacies build sustainable clinical services revenue beyond dispensing by improving workflows, reducing administrative burden, and supporting medical billing where reimbursement is active.

What is MedMe, and what does the platform support?

MedMe is North America’s leading pharmacy clinical services and medical billing platform. Trusted by over 4,500 pharmacies, MedMe has facilitated more than 30 million pharmacist-led patient interactions to date.

Its AI-powered software supports scheduling, protocol-aligned intake and documentation, follow-ups and reminders, and medical billing, so pharmacies can deliver services efficiently and drive patient demand without relying on multiple tools or subscriptions.

What does “protocol-aligned workflow” mean?

Intake and documentation workflows are designed to match Michigan Board of Pharmacy rules and payer documentation standards, so the clinical record and medical billing are easier to complete correctly and consistently.

For contraception, that includes the self-screening risk assessment tool, pharmacist review, primary care referral where clinically appropriate, and counseling time documentation with start, stop, and total time.

Services

What services is the pilot aiming to expand?

Three service areas: immunizations, Medication Therapy Management (MTM), and hormonal contraception prescribing.

Can I use MedMe for more than the three pilot focus services?

Yes. MedMe supports the workflow and documentation for a wide range of pharmacist-provided clinical services, and medical billing for any pharmacist-provided clinical service with an established reimbursement pathway in Michigan.

Are these services authorized and covered in Michigan?

Yes. Each service is authorized under Michigan’s Public Health Code and Michigan Board of Pharmacy rules, with defined pathways for authority, documentation, and reimbursement.

Immunizations: authority under MCL 333.17724. Medicaid covers qualified immunizing agents ordered and administered by an enrolled pharmacist for beneficiaries age 3+, effective July 1, 2026 (MMP 26-20). Under-19 beneficiaries are coordinated with Vaccines for Children (VFC).

MTM: coverage under MSA 17-09, paid through Fee-for-Service with no cost-sharing for eligible beneficiaries. Pharmacists need an ACPE-approved MTM certificate and CHAMPS enrollment with a Type 1 NPI under the MTM subspecialty.

Hormonal contraception: authority under MCL 333.17744g (PA 242 of 2024). HB 5435 requires Michigan insurers to cover pharmacist-prescribed contraception and the assessment. Medicaid covers the associated counseling from July 1, 2026, whether or not medication is issued.

Does the pilot include DME billing?

DME billing can be supported in select scenarios, but it is more complex and is out of scope for this pilot.

Which payers can MedMe support during the pilot?

Michigan Medicaid, Medicaid Health Plans (MHPs), Medicare, and commercial plans. We’ll work with each pharmacy to confirm which payers and services apply to their patient mix.

How much will I earn by launching services and starting medical billing?

A typical pharmacy can generate approximately $27,768 in annual revenue per store by completing just three billable clinical encounters per day across core services such as vaccines and MTM.

This conservative baseline assumes 22 operating days per month and a 90% billing rate to Medicare or Medicaid, excluding higher-value services and recurring care programs.

Conservative annual breakdown per store: pneumonia vaccine $7,793 · hep B vaccine $6,494 · COVID-19 vaccine $5,240 · flu vaccine $5,196 · MTM new patient $2,030 · MTM established patient $1,015.

Eligibility & enrollment

Do I need to be certified to prescribe hormonal contraception to join?

No. Pharmacies can participate on the strength of immunizations and MTM alone and add contraception later.

Contraception prescribing does require an ACPE-accredited training course before you deliver and bill for the service. MPA is running a separate contraception training track and expanding reach through the college preceptor network. Already-certified pharmacies can begin right away.

I am not yet enrolled with Michigan Medicaid. Can I still apply?

Yes. Cohort 1 is for pharmacies with pharmacists already enrolled in CHAMPS. Cohort 2 is for pharmacies still completing Medicaid enrollment and credentialing. MPA supports credentialing for these sites, and they onboard on a later start date. Apply through the same form and we’ll place you in the right cohort.

What does enrollment actually involve?

Pharmacists enroll as a Michigan Medicaid provider through CHAMPS using an individual (Type 1) NPI and select the applicable Pharmacist Prescribing and/or Laboratory Testing subspecialty.

Enrollment includes attesting to completion of the required training in the CHAMPS provider enrollment checklist and uploading each training certificate. Pharmacists who do not attest are not eligible for the Pharmacist Prescribing subspecialty and cannot bill for these services.

Timeline, pricing & next steps

How long is the pilot?

12 months after go-live. Pre-go-live onboarding typically takes 4 to 8 weeks depending on participation level, service offerings, and any additional requests.

Months 1–2: go-live and ramp-up. Months 3–6: evaluation and optimization, with a midpoint check-in. Months 7–10: scale services based on what’s converting. Months 11–12: consolidate outcomes and ROI, and plan scaling across MPA membership.

What’s expected of participating pharmacies?

Have the operational readiness to deliver the pilot services, and be credentialed to deliver and bill for them (or work with MPA to complete credentialing).

Provide setup inputs (NPI, taxonomy, EIN, payer details, EDI enrollment), attend group onboarding, complete workflow setup, deliver services and submit claims through MedMe, and complete midpoint and end-of-pilot feedback.

Agree that MedMe and MPA may use aggregated pilot results, performance metrics, and testimonials in public materials.

How often will we hear from MedMe?

You’ll have an ongoing account manager for day-to-day questions, plus structured check-ins at the midpoint and end of the pilot covering reimbursement performance, workflow friction, and what’s working.

Is there a cost to participate?

The MedMe monthly platform fee is fully waived for the full 12 months. Participating pharmacies pay only a 5% billing fee on successfully reimbursed medical claims submitted through the platform.

What happens after we submit the form?

A MedMe representative will reach out to confirm your cohort and invite you to the group kickoff and product walkthrough with MPA. The session covers goals, services, fit, and onboarding. It’s recorded, so pharmacies joining later get the same walkthrough.

How many pharmacies will be selected?

The pilot cohort is 40 pharmacies. Pharmacies not selected may still express interest and discuss future opportunities with MedMe as broader scaling plans develop.

Can we join after the pilot has started?

Yes. Cohort 2 has a later onboarding date, and additional sites can be rolled in during the first months of the pilot.
